You need to see a vet if you're worried about your pet.

This behaviour sounds weird, and certainly not right. To be honest it sounds like the symptoms of mega-oesophagus, a common condition of giant breeds, particularly danes. I've never heard of it in a small dog though.

No one on here can diagnose what's wrong or suggest treatment - that's what vets are for. Please take her there, it does sound like something is wrong.

Your dog is eating way to fast. When it does this it is not breathing in air but sucking down the food.
You might want to try a different feeding bowl.
Have you seen the kind that the bowls are up off the ground like on a stand. That way your dog will not be bending its neck down but up.Dogs have problems swallowing food when their necks are bent. Try the new bowl it could help. The dog is eating so fast that is why it is throwing up.
You try to eat something with your neck bent down you will see what I mean.
I have seen the bowls for drinking and feeding at Wal-Mart. I also saw them on Dr. Foster & Smith .Com
I am sure this would help your dog.
I have one for my dog!

She's eating too fast (so fast that she isn't breathing while she does it, like some babies). My vet recommended putting a hard ball in the bowl with the food, and a little water. The dog will have to eat around the ball, and therefore can't eat as fast.

It sounds as though she may be eating to fast. You may want to try free feeding. It's when you leave her food out for her around the clock. That way she will know it will always be there if she gets hungry. And she can go take a bite or two throughout the day with out eating it all at once.

I would take her to the vet just in case, but it could be that she's worried that you'll take the food away. I have to feed my two dogs separately because the little guy will scarf his food down super quick if my Pyrenees gets too close to him. Then he starts breathing funny, almost like he's gagging and throws it up.

Only does this when you feed her?? You getting her all hyped up before she eats? Make it a more calm relaxing activity... Leave food out for her all day, or feed her several small meals thru the day. Is someone there with her all day or is she waiting for people to come home to feed her?

a thirty pound jack russell is considered overweight...but to answer your question, she may be eating her food too quickly...give her small portions at a time to keep her from inhaling her food...its just like people, if we eat too quickly we take in air and we dont realize we have had enough food until its too late...i dont reccomend free food

Is this a new problem? Or has she had the problem all her life?

If it's a new problem, you should really have her checked out by a vet.
