Do you think this would encourage doctors to devote a couple of days a month where they only saw uninsured patients? Do you think this would help people without insurance gain access to care?

As in a donation of their time and service...Say if they decided every Friday or whatever they only decided to see uninsured patients.

Nope. So, for a nominal "tax deduction", a doctor is going to spend his time with patients that will do nothing but cost him money? It's not good business. I highly doubt the "tax" incentives would be enough to cover the doctors costs. There has to be a better way than we have now, but that isn't it. Perhaps tort reform coupled with a more open regulatory body responsible for doctors other than the AMA. Also maybe not immediately giving benefits to non-citizens. Making people responsible for their own health. If you eat poorly and don't exercise and you wind up with heart disease because of it, maybe you should be forced to pay MORE of your health costs than someone who is diagnosed with say a tumor with no direct cause to their lifestyle.
There are no easy answers here.

Wow what a state of affairs...so in a sense we have to bribe doctors in order to help sick people. That would be an indictment of the present health care system, or a some call it, the "emergency" or "death" care system since the system doesn't seem to respond people until its too late.

In a sense you are right that given the option of no health care, yeah lets give more money to rich doctors...but that is really hitting a low.

But how about the following? Let's make it easier for foreign doctors to come to this country...that would lower health costs...currently the AMA pressures Congress, through campaign contributions and the like, to keep foreign doctors from coming to this country.

Another solution would be to have the government insure all people...to elevate medical rights to human rights...it would actually save us money even...according the CBO (congressional budget office), if we had a government run health system, savings would be over $100 billion per year...mainly because the insurance companies and HMOs have so much bureaucratic waste...

Both of these solutions don't involve using tax payer money and in fact, help save taxpayers money.

They ARE allowed to deduct time and services for the uninsured...it's called people skipping out on their bill or "Bad Debt"
Nobody wants to work for free or for a loss, that's why it'll never entice them to do it.

If that was ever allowed yes i believe that it would help people without insurance get care.
But that will more than likely never be allowed.

Revenues are never deductible regardless of their source. They're TAXABLE.
