Am not in LA and I have never been..Maybe they take themselves as movie extras and want to be noticed in the hope of making it big one day in Hollywood....

As well as the fact that marked cars also have a bumper guard on the front and will take less damage than an unmarked car.

There are a number of reasons - one was mentioned previously.

Besides, what difference would it make whether the vehicle was marked or not? The speed (and it must be relatively low - generally 35 MPH is the max) and the positioning of the vehicles is what is important, not whether the vehicle attempting intervention is marked.
