http://www.VisaEurope.com/europeanvisasites will link to different countries...

The UK "Contact us" page says:
"If you have a question about your Visa card account, then you’ll need to contact the bank or organisation that issued your card."
http://www.visaeurope.com/contact/main.jsp?src=home_page
Here in the USA, a toll-free telephone number of the issuing company is on the back of the card, so you can call from any phone (mobile or land-line). I am not sure how the telephone system within Europe handles toll-free numbers (especially since Switzerland is not in the EU).

Visa Switzerland:
Visa Schweiz (Swiss-German): http://www.visaeurope.ch/de/main.jsp
Visa Suisse (French): http://www.visaeurope.ch/fr/main.jsp
Visa Svizzera (Italian): http://www.visaeurope.ch/it/main.jsp

I looked at your other question, and see that the card was issued by Abbey; here's their contact page, where you can select a tab to contact them either...
online: http://www.abbey.co.uk/csgs/Satellite?c=GSProducto&cid=1127562716388&codPes=OnLine&pagename=Abbey%2FGSProducto%2FGS_ContactoOnlineLlamame ;
by phone: http://www.abbey.co.uk/csgs/Satellite?c=GSProducto&cid=1127562716388&codPes=ByPhone&pagename=Abbey%2FGSProducto%2FGS_ContactoPorTelefono ;
OR give them a number and time when they can call you: http://www.abbey.co.uk/csgs/Satellite?c=GSProducto&cid=1127562716388&codPes=CallMe&pagename=Abbey%2FGSProducto%2FGS_ContactoOnlineLlamame

I hope this helps!
