Have you had an accident? If your neck is bruised there has to be a reason. It sounds like you have a pinched nerve that is causing pain to go down into your arm. You need to be examined by a medical doctor.

Did you injure your neck or your arm? A little more detail might help. You should see a physician. Pain and/or numbness is sign of injury or other problems. Good Luck

I feel the same way when my bursitis acts up. Maybe you should get it checked by a doctor. The only thing that helps with the pain (over the counter) is Osteo Bi Flex . You can get it at any drug store. I would see a doc first and get a diagnosis.
