Its been 4 hours since you wrote this. If she is on Blood thinners, she should probably at the minimum call the triage nurse.
Im sure you have alredy tried constant pressure and that is normally the last thing you try prior to contacting a medical professional.

Call the doctor and ask. It might be a side effect, but wouldn't you rather hear it from a trained medical professional rather than some schmuck on the internet? Worst case scenario, you call the doctor and he/she tells you to come in immediately. If its a small blister, there's no risk to your mom's life in waiting the 3 minutes it will take to make the phone call.

Place a clean (preferably sterile) cloth over site and put pressure. Hold for 5 minutes. If she continues to bleed, call her doctor and explain the situation. Do this well before 5 PM when the office closes!

Have you been applying pressure to the area where it is bleeding? If not, do so. How much is she bleeding? Is it soaking up rags or just a slow drip? If you are worried call her doctor's office or talk to an advise nurse, this is free and you'll find out just what you need to know.

hold pressure on it with ice and lift the body part over the heart if possible,, if it dosnt stop in 20 minutes, take her in, bloodthinners can prevent clotting or even cause mild hemorfilia. my sister had the smae thing last week with a nose bleed, and i cirl in my class last week found out that a vein ubulged through her skin to look like a blister, it poped and wouldnt stop bleeding, and it lead to complications...be careful and take care of your mom, and trust your self if you feel sooner than 20 minutes is the right time to take her in.

If she is on a blood thinner, call her Dr. now.
Keep direct pressure on the blister, don't lift it up to see if she's still bleeding.

Apply pressure to it and maybe even ice. I had a nose bleed for over and hour and it was gushing out before I finally went to the emergency room. I started to feel light headed. If she feels light headed take her in. But I think it should stop with pressure and ice, if it doesn't take her in.
