Of course not. God speaks to everyone....they just might not be aware of it. To the lost He speaks through their hearts via the Holy Spirit. In fact, He speaks to us all that way. He uses circumstances, the scriptures, people, nature, all sorts of things to get our attention, but the most often way is spiritually not audibly, although He never lost His voice and can still speak audibly to anyone He chooses. There was a period between the Old and New Testaments , about 400 years, when He never talked out loud to anyone. He could have, He just didn't.
Of course, there are some mental cases that claim God is talking to them, but it is actually demons. In those cases, they usually do some insane and horrible thing that God would never ask them to do.

Billions of people all down the centuries have heard God speaking to them.

I use to until God started speaking to me after I received the Baptism of the Holy Ghost. I use to believe speaking in tongues was crazy too until I began speaking in tongues.

NOT at All ! God does speak , in many different ways to people. Some of them listen, some don't know His Voice. ( He does not speak with an audible voice) Those who know JESUS, know His voice. He is a loving God, and wants to speak to your heart. But you must Open it, first. Doesn't cost a penny.

The Bible is full of warnings about such people. The Bible is full of examples of such people as well.
I would consider them to be a liar, not crazy, which makes them even more dangerous.

God still speaks to His people.
Why wouldn't He?
Of course, He won't say anything that is inconsistent with His character.
To learn more about His character, see the Gospels.
Get to know Jesus, and you will get to know God.

It depends on what they meant. Most people I know who say stuff like that basically mean that they were compelled somehow to do or feel something.
However, I'd be very wary of the person who claimed to hear the audible voice of God...

It would have to depend on the person. Some people are devout with their faith. My grandmother claimed she had visions from god & she was not crazy.....she lived to be 100. very religious woman. Healthy.....She had a great disposition. I am sure she is in Heaven now.

I would consider him either sleep deprived or having auditory and visual hallucinations and most likely would assume this person needed to get back onto his meds for schizophrenia
