Would I be prohibited from traveling overseas if I owe taxes from a previous tax year?

I would imagine so if the amount owed was significant and due to this a warrant was issued for your arrest. If this is not the case, and you do not have a warrant out for your arrest, you should have no problem leaving the country.

Even if you did have a warrant out for your arrest and you already had a passport, I imagine the chances you could likely still easily make it out of the country are good.

No, you would be prohibited if you're a convicted felon.

Do yourself a favor and pay those taxes as soon as you can. Interest and penalties are pretty harsh.
