"We'll see" what does that mean ? & the end result of whether or not we do it seems like its based by a flip of a coin and its so frustrating , nothing can ever be written in stone or promised to me . is this a bad sign from a person i've been dating for 10 months ?

Yes, this is a bad sign. Either he is not that into you & he's waiting for better plans to come along before commiting, or he is does like you and he is playing some kind of game to keep you interested (not likely), or he is just undecisive and not willing to commit. None of these are good. This type of person seems attractive for a weird reason because you will feel validated if they do like you, but in the long run you are much better off with the nice guy who's not afraid to be romantic. Good luck!

10 months seems a little bit long for this game to be continuing. Usually, I do something similar with girls I'm dating(when we first start), because I dont want to be seen as giving in to her every demand(pushover). But after 10 months, a guy should be able to give you some guarentees assuming you both think the relationship is serious.

Would you like a guy who says "Honey we will surely do" and later doesnt do it. Your bf perhaps will say yes only when he is 100% sure. If he says he will see that means it depends on the situation. For example if you ask him to meet you for lunch on the weekdays. What do you expect to say. On weekdays he must be having work in the office and it depends if his boss is there or not or he has less work or not. If he always says We will see then he is bad in making decision. But if he says less than 50% cases I dont see any harm in that.

Ask him. If it's bothering you, it's important enough to find out, and he's the one most likely to know what he means.

he doesnt want to commit to anything, cuz if he does and than doesnt show up than he'll be letting you down

10 months is not enough time for a man to be willing to commit to anything

Stop asking and start telling. Why are waiting for him to make up his mind. Make it up for him if you want something that bad

He is not your dad he is your man.
