Can anyone tell me what caster sugar is? If I can't find it in my market, can I substitute regular sugar in my cookie recipe?

caster sugar is powdered or fine sugar that can be used in a caster (a shaker like a salt and pepper shaker)

you can probably use regular sugar in your recipe, but caster sugar may mix, disolve or spread finely on the surface better than regular large grain sugar

You can, but it will come out with a slightly different taste and color, add slightly more than the recipe calls for. To answer you first question caster granulated sugar produced into very fine textured grains of sugar. Often referred to as "castor" sugar in Britain, this sweetener is an unrefined sugar made from unrefined sugar cane. Since there has been no refining to remove the color or flavor, the sugar has a pale caramel color when melted and is not considered to be a good sugar for baking if the white color is to be retained for the food being created. Otherwise, it provides a finer and somewhat denser texture to the food being baked. Since caster sugar is very fine textured, it is a good choice as a beverage sweetener as the sugar dissolves quickly in liquid. It is also a good sugar to use for making meringues.

Sugar crystals are typically inconsistant in size. Caster sugar relates to manufacutured sugar that has an average consistent size of approximately 0.35 mm. It is made typically for industrial use for mass production of twinkies for example.
