It would be sliding scale. Good thing I am not God or that he wouldn't put me in charge. He knows what he is doing and I would be wrong, it would just be my way of trying to justify my actions.

Definitely, along with other things as well. First, there would be a slidding scale where heinous sins, like genocide or mass murder would have severe punishments and less harmful sins would have milder punishments. There would not be a lag between the act and the punishment and the punishment would clearly reflect what was done wrong and why it is wrong.
I'd then go on to rectify the fossil record or the creation story so they matched, hmm and rewrite portions of history so that there was verifiable evidence.

Think about a drunk driver killing a mother and baby... think about a baby born with defects, born with cancer, born addicted to narcotics... Think about a crack head killing a child for a couple dollars or a cell phone... now think about this.
