Thats a very confusing question.

Vista has been out for a little while - I would definitely avoid loading it on an older machine. If you are having problems with your current version of windows, you should probably do a little research on how to clean it up and get it running correctly - upgrading to Vista will give you almost no additional functionality, and can cause your machine to run much worse.

With that said, I've been fairly impressed with vista (more than I thought I would be). I'm running vista home premium on a laptop with a dual-core 64bit AMD turion, with 1gig ram, and a 256meg ATI radeon vid card. It is mostly used in my recording studio for use with my midi/usb keyboard, and running soft-synths like arturias minimoog and modular moog.

It has some cute features like the preview of minimized programs (nice for downloads and stuff - you don't have to open the window, just mouse over the minimized tab and it will pop up with a small preview.

I also like the 3-d scrolling windows list - it shows you all the programs/windows that are open, and lets you pick between them - or you can click the desktop and everything minimizes - pretty handy.

Don't go shell out money for it though - it's not that special.

Windows Vista came out in January.

What is your question?
