Not in the United States. You can get a permit once you've turned 15, which will allow you to drive as long as a parent or guardian is riding with you. Once you're 16 and a month, you can get your driver's license.

No. Sometimes you may apply for a permit early, but you must be atleast 16 before you may start driving (pending on what state you live in). Most states require logging of 6 months of driving time before you can apply and take the drivers lisense test.

License, no. Permit to learn to drive, yes in some states. Where are you? Arkansas or Alaska it's 15 if I remember right...16 for others.

I think you can only if its a hardship license. like you
need it because you are the only one working and
supporting the family. Or maybe that is only in certain
states. I'm not sure.
