Apparently Frontpage has changed to Sharepoint 2007. http://office.microsoft.com/en-us/frontpage/default.aspx and http://office.microsoft.com/en-us/sharepointdesigner/FX100487631033.aspx

It's not free, it sells for about $160 CAD and doesn't need M$-Office to run.
