It really depends on the Situation. The standard SOP (Standard Operation Procedure) is, do not fire unless fired upon, but this can change mission to mission. E.g. the SASR are inserted to destroy a camp, they're going to get into postition and fire first.

And to the first guy, the AUSTRALIAN SASR were the first into Afganistan and were the closest force to Bagdad for 48hrs in the invasion of Iraq.
