First of all, make clear what he means when he says he 'likes' your sister. Make sure he's not crossing the line.
If he is thinking of boyfriend-girlfriend relationship, or any obsessive or passionate relationship with her, then He's sick and he needs counseling. Keep your sister away from that pedophile. Whether it's his immaturity or his ill intentions, in the end, it's not normal and it's potentially damaging experience for a 12yr old to become a victim of such sick person in society.
If you know that boy personally, tell him to see a counselor or report to his parents. And if you're asking this question so innocently, then it seems that you should take help of adults/elderly people in your family. They will take proper action. Show that boy you are capable of protecting your younger sister, but at the same time, don't suddenly go to extremes by creating too much animosity. Presuming, that this boy is already abnormal, creating animosity will encourage him to take some form of revenge. So, handle this matter carefully, without creating any chaos or panic in this situation.
Be strong enough to protect your sister.

actually you are totally RIGHT, He is SICK!?! You should tell him that he needs to keep away from your sister and then you should also tell your parents because they have the right to know. How can they protect you and your sister if they have no Clue as to what is happening. She should not be associating with a weirdo Guy like him. At the Age of 17 He doesn't even really know what love is.

No, I don't think so and he is bascially a pedophile in the making cause in a couple of months he will be going to jail. She's a little girl and unless you belong to some religious cult/sect he will go to jail. Or he can hold hands for 6 years.

It's puppy love. It won't last. Once he gets into High School as a junior or senior and meets a girl his own age, he'll drop her like a hot potatoe. I would watch him, though. Tell him to backoff if he gets any closer to her. If not, tell your parents, teachers, or anyone in authority in your life. You are a great sister to worry....

Anyone can like anyone, even babies who are only a year old.
It's not really "sick" for him to say he likes her. Ask him exactly what he means. She is much too young to be interested in anyone right now. He can dream all he wants to, and nothing will come of it.
