For getting any order in any criminal complaint you have to go to court only not police. The police are only an executive body of government not adjudicating body that will pass any order in any criminal complaint as most common people misunderstand. In any case you can fill direct criminal complaint to the magistrate under section 200 of the criminal procedure code, even in a cognizable offence. Rest of the proceedings will be conducted under the supervision & orders of the said magistrate including investigation by the police, filling of the charge sheet etc till the final order is passed in the complaint. Even if any FIR lodged with the police regarding any cognizable offence the police initiate all investigations after arrest & production of the accused before the designated magistrate & on his orders.

Yes you can go to the court yourself. Here in Canada you would go see a Justice of the Peace and request a peace bond. The Justice of the Peace would explain the procedure to you. You can also get custody orders for children with a lawyer through the courts without police involvement.

yes, there is many provision we can approch to court directly. if police does not enlarge FIR. according to section 156/3 we can make complain complaint to CJM and so on.
