It comes from the old time, when arguments were solved by violence, often by shooting the opponent.
So the "the best shooter" would simply kill his opponents, if they "messed with him" (insulted or offended him)
So, unless one is a member of a street gang, where the conflicts are still can be resolved only through violence, you should not use that phrase...but only as a joke.

It was taken from an old US Special forces informal "motto" if you will that if you mess with the best (Green berets), then you will die like the rest.. Obviously, it has been generously copied by hollywood and counterculture types. It really means nothing outside of military situations. Similar to the "reach out and touch someone" of US Army snipers (taken from the AT&T long distance ad) or the submarines informal motto (chicken of the sea, we hide with pride)

It is Angelina Jolie's trade mark phrase that she has flash on your screen when she messes with your computer. She call herself Acid Burn and Josh Hartnett is Zero Cool Alias Crash Overdrive. To me it means that you die like the rest anyway, but don t have to live like the rest, so associate with the best.

The phrase started by the US Marine corp. It's a morale booster, keeping the marines in mind that they are the best and any one that messes with them is dead. The Marines have used this phrase long before the movie Hackers adopted it for that one scene.

This phrase originated from the Green Beret now called Special Forces... If you are not training for any armed forces, then it is just a phrase just like your high school or college sports team...***JMC
