This question is hard to answer because honestly everyone's pain tolerance levels differ. What may hurt for one person, could be nothing for another person.
That being said, yes, places that have a lot of nerve endings seem to be the most painful for people, and places that have tightly pulled skin, or shallow skin. (spine, ankle, over hipbone, back of neck, back of knee etc).
Upper arm tattoos I've never heard any complaints about, although I don't have a tattoo there. Chest tattoos on males are seemingly painless for the most part, but on females it tends to be more annoying than painful.
I'm very familiar with several tattoos, I have 5 myself (shoulder blade, lower back, hipbone, back of neck, ribcage) and I can say from personal experience that the spine and ribcage hurt the most to tattoo over. But like I said, you can really be the only judge on your own pain tolerance.
Hope this helps!

The worst place in my experience is on the chest. Right in the middle on the sternum (the bone down the middle). It felt like I was getting kicked in the stomach the whole time. On either side though, right on the pec muscles, it's not bad at all.

The upper arm is one of the easiest places to get tattooes. The inner arm, up near the armpit, sucks pretty bad, but the front, back and outside aren't bad at all.

Down the spine hurts an awful lot. Also anywhere close to the bone hurts too, like ankles or on the wrist.

The one on the top of my arm didn't hurt that much, was more irritating then painful.

But then everyone's pain threshold is different and that makes it hard to give an accurate answer.

here is what i think hurts BAD the spine and anywhere on the feet. my husband has a tattoo on his chest in the center and he said it was awful and he wouldn't do it again if he had to. neither of us have tattoos on our arms so i don't know about that.

My husband has a tattoo on his neck. You could just see the pain in his face when he was getting it.
