have a new small business, need tax charts to do payroll but can't seem to locate them

You need IRS Publication 15; which has all the tables for withholding. Go to IRS.GOV and forms download or order one in the mail. Don't forget that you will need to contact your state employment office for state tax tables and yaddah.

Get IRS Pub 15 from the IRS website. Your state's tax department website will have similar publications for your state.
