I think they should limit the past champions provisional to 5 and after the driver qualifies he can chose to stay or go home.Like this weekend at dega Jarrett probably would loved to have saved his last provisional.He said his car was junk. And that would have put waltrip in the race. As far as owners points top 25 no more because you have so many more cars coming to the race track than they used to. And you basically limit them to 7 spots

There is no need for two champion's provisionals. The concept is abused and should be done away with entirely, IMO. Second, you have a few good points, but here's a scenario:
Both Champions Provisionals are being used by Bill Elliott and Dale Jarrett. Let's say Jeff Green and Robby Gordon are not among the fastest and would need to fall back on OPs to get in the race. However, points leader Jeff Gordon crashes during qualifying and does not complete a lap. So, who does the two spots go to? The two next fastest, Green and R Gordon, or the two highest in OP's (the Gordon's)? Neither one is fair to someone.
Unlikely scenario, I know (JG crashing in qualifying), but he is the points leader right now....
I still say lock in the top 15 or 20. Let the rest race their way in. For the first 5 races, 43 fastest. Period. This allows Championship contenders to be in the race and the rest of the field can be set by the fastest cars.
There does need to be SOME guarantee for the contending teams, since bad things can happen during practice. Think back to June's Dover race last year when Jimmie Johnson spun during qualifying. Top-15 to top-20 is fair, IMO.

I'm an old school kind of guy. When in NASCAR the top 42 made the race by speed and the last 43rd starting position was the most recent past champions position if needed if it wasn't needed then the 43rd fastest car would have that spot.
I know that Sponsors spend a lot of money to get the cars on the track but damn so do the ones that haven't made a race, and eventually make the sponsored start giving money back, or pull the sponsorship all together. This rule needs to be changed back to what it was and soon.

I grew up at a small race track where they had 4-Heat races and and 2-Consolation races. It was a wonderful method and assured a fair shot to all that could drive! They would line up by points, the more points, the further back you would start. This way the back markers had a shot! Then the feature race was the result of all the events that night!
I would love NASCAR to adapt some type of "Race your way in"! You have some great ideas going there. Now how do we get NASCAR to listen to what you are saying??????

No matter how you make it seem no matter the system, there is always going to be someone thats not happy wiht the system. Someone is not going to make a race but seriously dont you think that NASCAR should ask the drivers what they would want to see in the rules and try to make everyone happy but give some new rules and better ones to the sport. They jsut don't let the drivers really have any say they do but its just hard for them to get a word in.

In therory you have a plan,but in the eyes of NASCAR this would not work.
I am old school and as old school I feel that the fastest 43 cars race.Yes in therory a Gordon or Johnson,Stewart or Junior ECT............................could miss quailifing.
But the sponsor money that NASCAR depends on governs the "quailifing system" so we are stuck with the 35 "free" rides.
We the fans see the best show NASCAR wants us to see.
Go back to the fastest 43 and stop all the free rides.

They should get in on time & time only but you will never see it happen because it is all about the show & NASCAR is afraid that they would loose money if a Earnhardt, a Gordon, A Stewart, ECT.... would not make a race
