Does serving oversees pay a different premium also?

Base pay is based on a person's rank and number of years of service. There is additional pay for housing, food, hazardous duty, etc which significantly increases the pay. Overseas, there is cost of living allowances for the additional expenses of living outside the U.S. depending on your location.

A new recruit base monthly salary is $1,304 which goes up to $1,883 after three years (Specialist).

you get all living expenses paid, including more if you are a married.

You also get bonuses for hazard pay. That is the absolute lowest amount you can make at the entry level soldier, but you won't stay an E1 for long. The guys above are just wrong, that is a salary ON TOP OF ALL LIVING EXPENSES PAID!

The salary of the first year private infantry man is just above the minimum pay in the US but additional pay are given to those serving overseas considered as hazard pay.

Not enough, and I do believe you get hazerdous duty pay but overall you could make the same being a manager at a fast food joint.
