All of the above, plus work lots of problems. Work the example problems in your book and do them step-by-step so you understand -what- was done and -why- it was done. But work lots of problems.
Math is like any other sport, you won't get good at it just setting on your butt and watching other people do it.

Review a lot, ask your teachers questions, look for online resources, really, the reason a lot of people I know that have trouble in pre-cal is not because they don't listen, it's because they dont' spend enough time with it. Mainly, one needs to make sure that they read it a lot, and especially with trig if you haven't had geometry for a long time.
Mainly you're building on what you've already learned in Precalc, so if you never understood parts, its definitely going to be a challenge.
