DO NOT do this yourself. There is NO way you will be able to do this properly. It is human nature to stop when in pain, you are destined to mess it up. Do not do this. If money is such a issue, talk to a piercer. Maybe you can give him/her money over a certain amount of time and then after paying off get it done. Also talk to them and let them know you are open to letting a apprentice practice on you. That may work out. Piercings should only be done by a professional.

Honestly sweety, it's not likely you'll be able to do this.
You NEED a hollow needle to do this correctly, and your jewelry MUST be run through an autoclave to sterilize it.
Constantly removing any piercing before it heals will agitate the tissue and you'll have a higher chance of infection and a build up of scar tissue.
Wait and get it done by a professional. If you're too young, I bet if you bug your parents enough they'll let you. I broke down my parents after ten years, nine months before my eighteenth birthday. But trust me, it's worth the wait.

well...i beg to differ,my aunt owns a tattoo and piercing parlor in LA ...through your skin,go visit her
and all of my piercings i did my self...snake bites,bridge,3x lobes,2x cartilage...and not with a hollow needle,my mother and i got the exact same piercing at the same time accept i did mine myself and hers was done professionally, mine healed before hers did,my suggestion is this, pierce it yourself if you like, wear a sterling silver hoop earing in it for about 2 days so it won't hurt as bad when you guage it,but if you can handle pain then do what i did and gauge it right after you pierce it...and if you want something bad enough,it doesn't matter how much pain you are in,you will keep going until you complete your task,at least that's the way i am,then gauge it to an 18 and to lower gauges if you like,
