I don't know where you are starting from but if it was me I would start looking in the travel section for airlines that are just opening new routes to warm places (like Jet Blue will be going to Jamaica). That is always the lowest fare choice because they want to draw new customers for the inaugural flights. Even their trips to outside the US are cheaper than many inside US ones. They also have some new ones to parts of Florida (Tampa?) planned so there are options if you start looking (and book as soon as you see them for best fares).

depends on where you live. If you live in utah florida wouldn't be cheap but vegas might be. What part of the country are you in and what does the person like?
