13/14...you're only a freshman? GEEEZ focus on school, holy crap man. Don't worry about down there.

I recommend you "trim-it-down" not shave yet.
Shaving will make it grow faster, longer, and thicker. Especially, if you shave in little areas' where you don't have any hair yet...you will get some hair growth.
Wait a few more years to shave completely.
Keep in mind, hair is there for a reason. It helps protect your skin from bacteria and infections.
Besides, no one should be looking down there...so no one will see that it's a jungle.
Give your self a fade and be careful while doing it. Don't want to cut yourself and have to explain to EMT's or ER staff what you were up, too.

Yeah its normal for that to happen, you're probably hitting puberty. I would shave because it will get itchy, and you might have little red bumps, and the hair might come back different and more difficult. Wax will hurt, I'm not gonna lie but my friend has no problem waxing hers and she thinks it doesnt hurt. It depends on your tolerance for pain. I'd trim, to keep something there but not let it go crazy and grow like a weed. Or you could try all the options and see which works for you.

I think that mowing your lawn(lol) is a personal choice. Don't do it because everyone else is. Sometimes keeping it trim cuts down on that embarrassing odor. If you do decide to shave make sure to use a fresh blade, use good quality and plenty of shaving cream and make sure to moisturize when done. Also shave with the grain so that you don't get razor bumps, redness and ingrown hairs.

I think you are a little young to worry bout that just yet but maybe trim it up instead of shaving. After shaving you get stubble and possibly razor burn and it will itch terribly.

Well, if it bothers you, I would suggest trimming it a bit. Shaving can sometimes be bad for you, we have hair there for a reason. Also, by just trimming, you avoid those nasty in-grown hairs.

Go for a wax if it bothers you.
Don't shave. You'll itch and get ingrown hairs. Wild is better than bumpy, itchy and sore.

You should atleast begin to trim it kid. I would not recommend shaving it all though. You may get a rash and some irritation by doing that.
