The thrust of Romans 3 is this: Although, the Jews might have faith it is not enough to gain salvation because they do not accept Jesus as the means of salvation. You will have a different interpretation of verse 7 if you keep this in mind.
Here is a more precise commentary on chapter 3.
These verses provide a clear statement of Paul's "gospel," i.e., the principle of justification by faith in Christ. God has found a means of rescuing humanity from its desperate plight: Paul's general term for this divine initiative is the righteousness of God (Romans 3:21). Divine mercy declares the guilty innocent and makes them so. God does this not as a result of the law but apart from it (Romans 3:21), and not because of any merit in human beings but through forgiveness of their sins (Romans 3:24), in virtue of the redemption wrought in Christ Jesus for all who believe (Romans 3:22, 24-25). God has manifested his righteousness in the coming of Jesus Christ, whose saving activity inaugurates a new era in human history.

Paul is writing arguments that people had used when he was preaching the gospel and refuting them. Paul had a problem with Jewish legalists who thought that by teaching that Jesus had paid for all of our sins then people could act however they wanted and not worry about it. He also had a problem with people who would turn the grace of Christ into disgrace by actually practicing what his Jewish critics feared that he was teaching. Look how Paul sums up what he was writing about in chapter 6.
Romans 6:1 What shall we say then? Are we to continue in sin that grace may abound? 2 By no means! How can we who died to sin still live in it?

What Paul is pointing out here is that regardless of what man thinks or does against God or His word, that although many have ignorantly (and to their own shame) claimed that God's judgement is unjust because they think they're "good people" even though they don't believe in or obey God, they will still be judged according to God's righteousness. You read alot of this in here. Alot of people think that just because they're "good" outside of God's word that somehow then God's word is unneccessay to doing good, and that therefore God is unjust in calling them sinful. It's that old, "I'm an atheist and I don't need to believe in God or His word to know not to commit murder, rape, or any other wrong thing." This way, it appears to a weaker mind that neither God nor His Word are neccessary in our daily lives. Another of Satan's subtle whisperings to those who are perishing.

God is faithful even when we are not. Thus his fulfilling his promise to us is not dependent on our good works. This magnifies God's glory. At the same time, it does not justify our doing wrong, or doing wrong so that God may somehow be "more" glorified.

It just means that Gods righteousness is not dependent upon our own righteousness.That God is just and righteos no matter what any of us do.
