Click on 'Vehicle Registration.'
On the left side of the page, click on 'Title Transfers.'
In the 'Overview' box, click on 'Transfer Between Family Members.'
That will tell you what to do next.

As a gift, for sure.

I just transfered my old car to a "friend" as a gift, and the transfer fee is like $15 or so.

I don't think there is anyway to minimize a fee in CA. Everything here is overpriced = ( However, I would call the DMV or go into the DMV office for your answer. Sorry I couldn't be more helpful.
