When an 8 year old boy initiates sexual contact with his 3 year old stepsister, like touching private parts?

And this continues for several years? Is ths sexual abuse?

I don't think it's considered sexual abuse on the part of the 8 year old b/c he is not old enough to know better. Children are curious about sex and may act inappropriately. However, if the parents are aware of this in any way and have not put a stop to it and it has continued for several years, it is considered child neglect and endangeredment on their parts. If the parents just found out, they must take action IMMEDIATELY. The children should not be punished. The 8 year old needs to be told to stop the behavior and explained the reasonings for them. Both kids may need therapy. A child psychiatrist can tell you when to start therapy with the 3 year old (how old is she now? 3 or 6?)
This is a very serious matter. Please don't take it lightly. Those kids need attention and guidance, but not punishment of any form. And the parents need to become more aware of what their kids are up to. It is very concerning how two young children can be engaging in this kind of behavior for three years without the parents being aware of it. Please seek help for all the parties involved.

Yes. It does not matter what age either one is. The problem isn't just that the little girl is being violated. It's a good bet that the boy may be being abused sexually himself and not realize that his actions are inappropriate. Take both children to a therapist as soon as possible.

I dont know if he could be charged, but it is illegal, and a sign that there is something wrong with him, he needs to see a proffessional. If the parents are aware they can DEFINATELY be charged with a range of serious offences.

when children are exposed to it, they act on it. i think it's normal, but if it's a constant thing, then you should get help. but, honestly, i've heard about children doing other things at a younger age, like pretending to have sex with each other at age 5 in the closet while playing "house". i've heard other crazy stories too.. but what i'm, mainly, trying to say is when children are exposed to sex, whether visually, audibly, or physically, they act on it.. becuase they want to explore..... they also don't know how wrong and sick it could be to be touching other people such as their step sister/brother/whoever.. but like it said, if it's constant and it's beginning to make you really concerned, get help................
