tan is caused by uv rays stimulating your pigment cells so blocking it with sunscreen does help a lot. If you spend a lot of time in the sun it is really hard not to get tan. Get a good sunscrean and reapply a couple of times a day. If you dont get to hot you could wear long sleaves and a hat.

a sunblock with a very high spf (my brother in law uses spf 50!) and apply often and generously, layers of clothes so theres a limited amount if skin showing, avoid the sun between 11am and about 3pm, wear a hat and sunglasses, and limit the time outdoors. also, elements like water reflect light making it easier for you to tan, so try to limit time near there, check uv index everyday, and i also heard white shirts let the uv in so perhaps a grey t-shirt or something...

Honestly if you don't want to get tan at all. Avoid direct sunlight. Wear some article of clothing over your body.
Also using a sun tan lotion with high SPF will work wonders.
Use SPF 50 and you won't get tan at all.

sunblock is the best you can do.... just keep re-applying. the only reason people get tan when they use sunblock is because they don't reapply.
