Applying vinyl that won't stick?

Question

Cleaned the glass w/ alcohol, no coating on the glass.
Washed over again with soapy water and finished w/ Windex.
No tape would stick............it was 74 degrees. Very dry here, no humidity.
????

Steve, I'm sure you've seen letters and art on storefront glass, I'm a signmaker.

You are trying to apply vinyl tape to glass ?

Have you considered painting it instead ?
