This is called "submissive peeing" and indicates that you probably have an omega dog. Dogs in a pack sort out order starting with the alpha dog then the beta and the rest are omegas. This can be a complicated subject and I'm not going into it at this time. I like omega dogs. They can be the most loving dogs and are non aggressive. The submissive peeing behavior is the dog showing submission by rolling over and peeing. This usually happens when you have left the dog alone for a period of time and return. The dog gets excited to see you and does the peeing to indicate its position in the pack in relation to you. Oh, you only have one dog! Guess what? You are the alpha and this is good. This is as it should be. A dog owner should always be alpha over the dogs, right? It doesn't mean that you dominate them physically. It means that the dogs and you have worked out a pack order that is accepted. This is good because it gives the dog/dogs confidence once they know the pack order. So how do you correct this peeing behavior? Normally, a bad behavior needs correction but in this area the best approach is avoidance. That is when you return home ignore the dog. Do not make eye contact or talk to the dog, just ignore it until it calms down and then you can engage it. This behavior will eventually lessen and may even go away entirely in normal everyday situations.

This is called excitement urination. It is best to ignore the overly excited dog until she calms down. This means that you do not say anything or pet her until she clams down enough for you to speak to her and then you have her sit and stay seated then you can pet her under her chin. Not on the top of her head. For some reason the top of the head triggers the peeing. Now when company comes in then they have to do the same thing Ignore her until she calms down. She doesn't know she is peeing so dont scold her it will do no good at all.

That is a common trait of the breed. Every Cocker Spaniel I have ever been around and heard of does this. SOrry, you just have to live with it.
