just walk up. say hey.
and smile.
confadence.
say something like,
just wanted to say hi. you looked like a nice girl. then ask a question to avoid the silence.
like how are you? and ask her about her self.

That's easy, wait until she is with a group of people that you know...for instance if she is hanging out with some people and you know someone that she is talking to, go up to talk to the person you know, and say hey to her while you're at it.
If that doesn't work, then just say hey if you sit near each other in a class or something, that's how a guy said hi to me, I sat a seat away from him and he was like "Hey my name's ___)" and then we became good friends after that, and still are.

Just that way walk up to her and say hi. If she doesn't want to talk she will let you know, what have you lost, but a second of your time

how old are you?
if you around highschool...maybe say "hey blablabla do you have an extra pencil". wha-bam. conversation. she'll probably flirt back and then you can laugh and be smooth. then from then on..she'll at least know who you are..so the ice has been broken.
if you're older than that...maybe do something retarded like trip or something and say "wow i'm smooth". then she'll probably laugh...then you can introduce yourself.

Try to find something in common, even if the only thing in common is that you are both standing near to each other. It doesnt have to be anything big.

Try to find a way that isn't to obvious. If you are in school and in any of her classes then try to talk to her then and build something to work off. Its alot easier to go from nothing to friends to dating than it is to go from nothing to dating.
