It will NEVER be a clear, clean title. After it is inspected and deemed roadworthy, a title branded "Rebuilt" will be issued. In other words, anyone you try to sell it to will know it has been severely damaged and repaired.
Unless you are an autobody/frame specialist, I wouldn't suggest buying a car that has been salvaged. JMHO

Once a salvage/rebuilt title, always a salvage/rebuilt title. It cannot escape the brand, the brand was issued for good reason. It doesn't matter if you take it out to Ca or not, being a vehicle coming into Ca for the first time, for registration and titling purposes, you will need an inspection for that anyway, your salvage/rebuild inspection is completely separate from that required inspection. Be prepared to show all receipts for parts used to repair, provide all identifying numbers off chassis and so forth. Contact the Ca DMV, for further rulels and regs, as they vary from state to state. This answer gives you the basic bones to the answer.

You can NOT change a salvage title transfer to Clear Title in CA. Once it is salvaged, it is salvaged. Think about how many scammers there would be if they can change a salvaged car back to being brand new! I had to salvage my honda accord because someone vandalized my car. The repairshop repainted my car with the salvage money and I took it to the DMV to have it inspected by one of their inspectors to deem it suitable to drive. They only check to see if the motor runs and that your lights work. That's it. They take the old license plates and you are ready to transfer the title of car.
Buying a salvaged car is very risky unless you know what really happened to it. I would suggest buying an used (non-salvaged) car instead....

Your title branding (salvage-repairable, etc.) will be carried onto the next title in California. Your potential problem is this: if the vehicle hasn't been repaired yet, you need to check with CA. DMV to see what has to be done to get the FL title legit to put back on the road. In FL, you must complete the repair and have a DMV inspector approve the repair and sign-off on it in order to put it back on the road. I'm not aware of how this is done in CA. Finally, since Carfax and some of the other services pull from most state DMV records, the history on the car will show.

no, you can NEVER change the title back to clear. it will remain a "salvage" for as long as it exists. and yes it must be inspected by the CHP (to verify there are no stolen parts on the vehicle). i did this with a truck from washington that i was bringing to california, and i was also required to weigh it at a weigh station. (this is for trucks only i believe). after you do these things, and it passes, you are able to register it with the DMV. its not hard to do this, it just takes some patience... good luck!
