Normally, that's something inborn... an innate quality that automatically sets one apart from everyone else. I suppose it's something that could be learned, but it would take a lot of time and effort to accomplish...
It would also depend on who you want to be unforgettable to... if the police know you by name, chances are, that's not a good thing.
If you want to be unforgettable to a certain someone, you should do a few things to make you get noticed first-- nothing too outrageous-- but make that person want to know your name. They may ask you on their own, or they may have someone else ask, if they're unsure, but one way or another, if someones asking about you, chances are good you caught someones eye.
From there, it's probably a matter of making certain you stay in that person's line of sight, in the best possible light. I've noticed that's how a lot of people get girlfriends or boyfriends-- mostly the latter-- and it's what keeps them interested in you. A little courage and belief in yourself can take you a long distance, if you play your cards right. Just be sure that you're not attracting negative attention toward yourself, it will get you attention you'd rather not have.

In what type of situation?...
Balance talking about you and them...heavy on them...make contact...touch an arm to make a point...to say thank you...to get attention...let your fingers linger an extra heartbeat...
be shy...but confidant...coy but forward...lol
guess for me it's about contrasts....sadly it will be something unique for everyone...take the time to find out what makes someone tick...and they'll think you unforgettable....

Im assuming in bed? I can guarentee unless he is majorly under the influence of booze that he is going to remember you. Sex is hard to forget, good or bad.
If your referring to in general that will depend on the guy. At the end of the day you can wear a clown suit and he could forget your name the next day (unlikely though, i dont know any clowns). It will depend on his feelings towards you.
Dressing up more reveilingly wont change that either
