I have the same problem and it took a while to find it. Here's how. We start with the easy/cheap and move up... We also assume your battery is fully charged

1) Turn on the ignition and engage the emergency flasher? not working? check that.

2) Light comes on but does not flash.. next step

3) Engage the turn signal. Get out and check the bulbs on that side. One out? take off the lens and replace or wiggle the bulb. Repeat step two..

Repeat step two on the other side

Both out.or both on.. go to the next step

4) check the flasher unit (one of the two small 'boxes' plugged in to the top of the fuse box inside the trunk). put your hand on the flasher and have someone toggle the switch (maybe you can do it if your arms are long enough) .. feel the clicking.. ? if not or if it is irregularreplace the switch. (they are not cheap so do this last).

5) Replaced the flasher and it still won't work ok.. try wiggling the turn signal arm (gently).. did the light flash.. ? if so its prob. the turn signal arm with its imbedded switch. Find the wires and jumper them to test this out before you spring the $35 or so for the arm.

One of those should do it.. (mine was the turn signal arm).

good luck

7 Try your emergency flashers (4 ways) Do they work. (The key does not have to be in, or the ignition turned on to work the emergency flashers
If they don't work, the flasher unit itself is burnt out.
If it does work. But the signals don't....
Then what you do is turn on the flashers, and go outside the car and check all the lights.
Chances are there are bulbs that are not working.(burnt out) Emergency flasher will work so long as there is one good bulb to flash.

someone already beat me to the answer.... probably the relay. www.thesamba.com has good info for your bug. 'til then, use old school hand signals, point up for right turn, straight out for a left! ;) also, check the connection at the light itself. mine required a little cleaning as it had been sitting for a while. good luck, enjoy your bug!
