what kind of information will i need to apply and how long will it take for the card to arrive

I'm not eligible yet, so I can't say for sure if they ask for any more information. Since the card only accesses fund on deposit with Paypal, I suspect they requested all the information they needed when you opened your Paypal account in the first place. The text below is copied from the page that appeared when I clicked the ATM/Debit card link in PayPal.

you have to have an account with paypal for a certain amount of time i think it's 90 days. then you will need to give them basic information along with a bank account. i'm not sure if you can get it without one because i had one when i applied, i am almost positive you will need one, but i may be mistaken it has been a while... you can also begin your application and it will show you what you need.. you do not have to finish filling it out you can do it just to see what you may need to do ... thats what i would do.

Oscar, please bypass observe for the debit card. That way paypal will do a credit examine and confirm out no matter if you're 18 or not. if you're actually not, they're going to freeze the account until eventually you're.

you have to be a paypal memeber for 60 days first..then just click on that you want to apply..you don't have to give any further info

You need to have a business account, and they ask you the same questions they would ask on a credit card application.
