What number do I call to report a traffic obstruction, like a tire in the middle of the road?

I've used the number before, but I can't remember what it is.

In Illinois we use *999 from cell phones.

If that doesn't work I have dialed "0" and the operator can connect you with the police. I have done this to report road hazards, disabled vehicles, broken railroad crossings, etc.
