There is no particular blue anymore. It can be any color you want. Modern computer technology will filter out any color you tell it to.

The choice of color depends on the subject and specific technique used. Blue is normally used for people because human skin has very little blue color to it. Magenta screens are often used with model photography where the model contains both blue and green components, and yellow was used in Doctor Who because a number of props and costume items contained both blue and green.

If you're thinking of painting a blue screen for video editing purposes, blue is not as common as green. But it depends on the foreground subject. The process is called chroma keying. You can chroma key using any color, even white. The editing system is simply set to ignore that color. Green is common because the unique shade of green used is rarely found in human, eyes, hair, skin tones, or clothing.

The challenge is lighting the screen evenly so it appears the same shade across the entire surface. For small subjects, I've used bright green craft paper.

Video lighting suppliers sell large sheets of green and blue paper. Some sell the special paint colors.
