It is wrong to tell people that they are fat. That is probably one of the worst things anyone could tell somebody. Even to insinuate that a woman (or guy that is) is a little chunky in the thighs or along those lines is also rude. Twice i've had that insinuated by a guy whom I have known for 20 years and i've let it be known to him that it is innapropriate comment even for a friend to say.

Generally, fat people are the first to know. Is it 'wrong?' I dunno, but I'm pretty sure its annoying. It really depends on how sensitive they are about their weight.
I used to have a friend who was 6 feet, 300 + pounds. He was also an expert heckler, so if you told him he was fat, he would revile your sense of the obvious so well that you would have to fight him or apologize. Most people ended up walking away red-faced. He was the kind of guy who would wear a bright yellow Hawaiian shirt, or the t-shirt that said, "Pssst, I'm HUGE!"
Such comments were not only wasted on him, he would make you feel like a real horse's @$$. I always enjoyed watching snide people who thought themselves rather clever tangle with him.
That said, fat people know they are fat. Telling them only makes you look petty.

Why would you do that? People know if they are heavy or not. No one that is a size 28 thinks they are a size 2.

Never say that to a woman if you ever want to be friends with her, not even jokingly. If she puts on something and asks you if it makes her look fat, feign a stroke or vomiting attack...anything that will keep you from talking.

No, you know that is rude. You would make the person embarrassed and sad, and chances are that if the person is overweight, he/she already knows it and feels bad about it.
