While you can use te quiero for anybody, including your husband, boyfriend, etc.
You will not say te amo to anybody, unless it is your husband, boyfriend or lover.

Te quiero mean I want you but is use as a way to say I love you. te amo is a way of saying I love you with much more affection than te quiero

I would say one "quiero" talks about things and the other "amo" talks about people. You hear "quiero" when people talk about something they like and "amo" when they are talking about a person. I only had 2 years of Spanish though, so I could be wrong.

te quiero would mean "I care about you" wich can be used for family/friends
te amo would be for your girlfriend/boyfriend, spouse.
