It depends on the piercing.
I'll explain some of the more common ones:
On women: Hood, triangle and isabellas are for increased clitoral stimulation.
Labia piercings are generally just for the looks, or multiple ones can be used as a labia corset. Some women do find increased pleasure from them.
Christina's are for looks.
Most male genital piercings are for increased stimulation for their sexual partner. Some also offer increased stimulation for the man. (and of course for some extra decoration)
Basically, they're for fun!

i have a crazy high pain tolerance. so it didnt hurt for me much at all. but a lot of people say it hurts really bad. it all depends on the person. it hurts way more than an ear piercing. on a scale of 1 to 10, id give it a 5. my cartilage would get a 4, my lobes would get a 2, and my eyebrow would get a 1. just fyi.

I had a christina piercing (pubic piercing not clitoral) and it actually looked pretty especially when your well groomed down there. Plus it made me feel sexy and It was very stimulating have the ball on the barbell rub against my..you know ..clitoris at times even when I wasn't trying to be stimulated. I miss it I want to redo it. Took it out because I went through a removing piercing phase trying to be mature or whatever. It looks very sexy at first sight considering it's not infected and you have a nice pubic area.

For women it inhances the stimulation bc normally the piercing in on the clit and for males it's normally just stimulation for the women bc men don't normally feel it. it's like asking why do guys put 'jacks' under the skin of their shaft it's to enhance the feeling for the women. and bc their stupid

Its supposed to enhance stimulation to the clitoris on a woman and im not really sure what it does for the man.
