red rash on arms?

Hi I have red rush on my both arms, from hand to elbow, inner side, it doesnt ich or hurt, looks like sun marks, i never had allergies or something, what can it be????

I didn't have any kind of cold recently..doesn't look as bad a psoriasis

Psoriasis? Have you had a recent throat infection?
