With terms like "flat" and "mate," I'm assuming you're from the UK. If so....

(British Law)
The Protection from Harassment Act 1997. was passed following great public and political concern about the problem of stalking. It was considered that the existing civil and criminal law did not deal with problem of stalking appropriately and new legislation was therefore required. It is often referred to in the media as 'The Stalking Law'. The Act creates two criminal offences and allows Civil Courts to make Injunctions and award damages. It is discussed in more detail in the Protection from Harassment Act section of the site listed below.

Contact your local law enforcement to file a complaint!

Best wishes.

the first thing to do is to inform the police. they will have a word with him and the report placed on file. if he persists then a restraining order would be more easily obtained from the courts. alternatively you could arrange for a large male freind to chaperone your mate (somebody her ex doesn't know) this ought to give him second thoughts about having a go at her. stalking is a terrible frightening thing. i hope your freind sorts this out.

she can try and get a restraining order. When he hangs around her flat, does he do anything? like make coments or say bad things about her? It needs to be documented, dates, times if she could remember them.

Go to the local courts and talk to them. It's a long process, because he'll have to be served the papers that say he'll need to go to court to discuss the matter.

Good luck.

Call the Police. This could be considered stalking, or harassment. She should of had him arrested after he hit her the first time.
