I've had this cough for the last week or so, but I don't feel poorly otherwise, so I don't think I'm sick. The cough seem to result from moisture scratching the back of my throat. I've never had seasonal allergies before, but I've heard that they can develop over time.

Although allergies in cats are more rare than cats, it is possible. I would recommend speaking to your veterinarian to make sure there isn't a viral cause to the sneezing. If not, a low dose of an antihistamine could be tried. Cats will sneeze for a variety of reasons. If the sneezing doesn't progress to any mucus discharge or coughing, an underlying viral component is likely. Herpesvirus is an upper respiratory infection carried in cats. Usually kittens are exposed and the virus become quiet, sometimes for years. Some cats have a re-occurrence of the infection with stress. Some cats never show any other signs. Clinical signs include sneezing and sometimes runny eyes. An amino acid supplement, l-lysine, has been shown to knock the virus into the quiet phase. I would recommend trying this first. The lysine can be purchased at GNC or health food store. We carry the supplement in a paste form cats seem to enjoy. If the lysine doesn't work (give it at least 1-2 weeks), an antihistamine, like Benadryl, can be tried. The dose for the Benadryl depends on the size cat. Speak with a veterinarian to get the proper dose for your cat.

Yes they can. Try a cool steam vaporizer or humidifier. This should help with you cough.
