A two page letter usually uses stationery for page 1, where page 2 and more use plain bond.

You may have to create two files - one for page 1 and another for page 2 if you want to create stationery in Publisher.

If you created a design in Word, you could put it on every page. You could design a sheet of stationery in Word, save it as a template -- File, Save as, filename (give it a name), filetype (click the down arrow and select "document template.")

On p. 1, press Ctrl + A to Select All (or click Edit menu, then Select all).
Then you need to Copy (Ctrl + C, or Edit > Copy).
Insert p. 2 if you haven't already, and go to p. 2.
Then Paste (Ctrl + V, or Edit > Paste).
Click somewhere off the selected objects, and everything will de-select.
Then you can edit/remove anything there.
