just a slight, but only because the A-line dress is a little too wide for you, the material, the length, and the design on the dress is a reason too, you should lose the shrug and tights, the shoes are fine. try a dress with a lighter material, one that is a bit more flowy[not too much], simple or no design on it, maybe a bit shorter than this one you have on[i think it will make you look less stubie].
here are some dresses i think would look good
examples....:

You don't look fat at all. Do you want to look slim in the picture though? Even though you don't look fat at all, I don't think the outfit does you justice.
What I would do is get rid of the white sweater, which makes it look like it's bunching around your waist. Or you can try a different color.
The dress is cute though. And you're very pretty.

Honestly, it's not the most flattering dress for you... or anyone for that matter. Black & white polka dots are not flattering on anyone.
The contrasting band at the bottom makes you look bottom heavy.
There is just too much going on with the dress - the print, the contrast, the A-line, the sweater. With all the business, it makes you look heavy.
You could do better - stick with solids!

It looks so pretty on you! And that's the kind of dress that suits very few people, you're very lucky! You don't look fat at all, I can't see why you even asked. But don't let your hair fall in front of your eyes, you have a beautiful face, show it proudly!

No you do not look fat at all, I think you look good in that dress. But you do look older than 13. My fav colors are black and white and it is a really cute dress. Where did you get it at? .

You look fine, but after three kids and thirty years--what then?

You don't look fat. You are very cute in that dress. Try to do some hair-do and tight your hair to show off your face since you have beautiful face.

First of all - YOU ARE NOT FAT - the dress, however, isn't that flattering with that sweater on it. If you take off that white sweater, I think it would look a heck of a lot better.

The Dress is VERY cute on you- NOT FAT!!!
The only thing I would suggest...if your going to wear a white top over you should wear white shoes. IF you wear white shoes, you should wear nude nylons... If you wear a black top over, then the black shoes would go great...but wearing all black like that may look a little morbid. SO...I would suggest, white top, nude nylons, and white shoes.
VERY CUTE!
