Don't bother to convert US dollars. They love US dollars in port. However, do get a good supply of smaller bills, $1, 5 and 10s.
Progresso is not as developed as some of the other ports of call.
Hit the shops on the dock plus there is an open air market where the bus drops you off in town. Super buys on t-shirts and other basic tourist stuff...mexican dresses, jewelry, etc.
Bought a ring in Cozumel and thought I saved bucks but found the same on in Progress for $100 less.

Cruise ships have a purser's desk where you can get currency converted to that of the country you visit. They generally have limited amounts so if you want to be sure, go early to that desk, especially if you want to convert a big amount.
However, most places in Mexico and the Caribbean you can use US dollars for purchases in the markets. If you want to buy something large (cost a lot) like jewelry, use your credit card. What I find works best in browsing in markets (where you can and will barter the price) is to carry a stack of one dollar bills. Keep several cache's of about 15 to 20 ones and when you barter pull out a stack (maybe 5 or 6 ones) and just say this is all I have. Many times they will take what you offer.

No need to convert your dollars into pesos, The dollar is widely except every where in Mexico. Bring plenty of small bills for little purchases, use your credit card for any large purchases. If you want to exchange some dollars into pesos use the ATM machine. Better exchange rate. Most places will charge you a exchange rate and than if you have left over pesos, you will get charged again to convert to dollars.

I wouldn't worry about converting currency at all unless you want to bring some home for a souvenir. The dollar is very strong in Mexico and local merchants are prefer the dollar over the Peso.

I wouldn't bother converting large sums of money... You'll probably find that most places you go in both Cancun and Progreso accept US dollars.
