nope. Some have taken it to mean that we are it because nothing is mentioned about other planets or other forms of life elsewhere. But it can go the other way. Nowhere does it say there *can't* be life elsewhere.
I say, the Universe is a marvelous creation--complex, beautiful. We learn more about it every day. And it should show us that God is a maker of wonders. We believe He sees all, knows all, and is all-powerful, so it should not stretch anyone's mind that He could handle prayers from Earth as well as Alpha Centauri and the Andromeda galaxy. Just pray (and yes I use that term deliberately) that we recognize them and that the being they worship just might be another form of the one we do.

The Bible isn't considered to be scientific textbook, so if you want to research other possible lifeforms on other planets, I suggest you don't judge the Bible as being a book that doesn't have every answer to every question. It does, however, have answers for all humans that can help their lives dramatically.
