It wouldn't bother me per se - but I would ignore you. It just seems kind of crass to whistle or yell out or even call a girl you don't know "babe". If you really want to get a girl's attention find a way to start up a converstation or ask for directions then maybe go from there.
Anything otherwise I completely ignore. A man who can't find the balls to start up a real conversation in a legit way is never worth the time of day.

Yes. If you meet a woman on the street and you don't know her it is acceptable to speak, but don't call her babe. Just smile and say Hi. Leave the chauvinistic babe thing off.

That all depends on the woman. If she is married it could go either way. If she is single it could go either way as well. Me personally, I am married and I would look at it as a complement, if followed by anything other I might get upset. But here is the thing, if that is who you are, then how women answer this question should be of no consequence to you. It is better to be hated for who you are then to be loved for who you are not, keep that always in mind.

all depends on your approach. If it is genuine, and sincere and nicely done, versus rude and loud and crossing the line.
maybe a hello and a wink... that's always kinda hot to me... cause winking is a good "hey good lookin" facial expression. honestly it just depends on how you approach. all women love it when a guy comes us, strikes up a conversation, compliments nicely, or is a gentlemen in some way. But we can also see through the bullsh*t! so be genuine!

having a man that doesn't know me call me "babe" would creep me out. but a simple hi or hello would be a nice gesture.
